    Even if it is welded, if it is an original receiver, it must still be papered / first things first is to determine if the gentleman has done this.

    If it was registered at the time as a DEWAT(Deactivated war trophy) it can be legally re-activated and would be worth a considerable sum. If not the receiver has to be cut up and you have a $1,000 parts kit.
